Yes, CFLs contain a small amount of mercury in each bulb (1-5mg).
Proper disposal of CFLs will depend on your location but generally involves recycling. Contacting the company that takes your garbage and other recycling may help. There may also be government agencies who can provide such information. Places that sell CFLs may also be able to tell you how and where to recycle them, and some may recycle them themselves, although some charge a small fee per bulb for the service.

Yes this is a big problem particularly in Australia where none of the local councils currently have recycling programs.
There are a couple of new companies that have started recycling however it is up to the consumer to send the fluorescent tubes to them and pay to have them recycled.
Needless to say the take-up rate of the consumer voluntarily doing and paying for this is still very low I am sure
