How can you have energy efficient halogens?

I enjoy reading the FAQ and value all the replies you have made.
What I knew about Halogen lights are they release more heat than light and are very energy inefficient, however, I hear ‘energy efficient halogen lights’ and I’m confused how Halogens could be energy efficient. Are they better than CFL?
I was also wondering if there is anyway that you can distinguish all sorts of different light globes, just by looking or turning them on?

Yes all you observations are quite correct except that the energy efficient halogens do use less power than their power sucking standard halogen relatives.
So yes in comparison to the CFL lamp family they are still extremely inefficient still but compared to the standard halogen they are miles better offering 30% energy saving
You will be seeing more and more halogen lamp technology in the short term due to the John Howard legacy of the light globe ban but over time halogen will be on the out too I am sure
